Flood Barrier Systems for Sunshine Sugar Mill

Project Summary:

Condong Sugar Mill has operated in the Tweed Valley for more than 145 years, supporting over 180 cane farming families and contributing significantly to the regional economy. Located on the banks of the Tweed River, the site has historically been exposed to flood risk, with the major 2022 flood event reinforcing the need for long-term resilience upgrades.

To safeguard critical milling infrastructure and maintain operational access during extreme weather, Sunshine Sugar undertook a comprehensive flood mitigation upgrade incorporating bunding, drainage improvements, and engineered flood protection systems.

The installation of multiple FloodFree Demountable Bulkhead Barriers formed a key component of the upgrade, delivering robust protection at vulnerable site openings while maintaining practical access for daily industrial operations. Each system was engineered to withstand significant hydrostatic loading, provide reliable sealing performance, and allow rapid deployment when flood conditions arise.


Project Objectives:

FloodFree were engaged to supply engineered demountable flood barrier systems across multiple access points at the facility.

The project aimed to:

  • Protect critical milling infrastructure and high-value plant equipment

  • Maintain safe site access during flood events

  • Reduce operational downtime and recovery costs

  • Strengthen long-term flood resilience

  • Meet insurance requirements

The broader mitigation strategy combined civil flood defence works with engineered access protection systems to create a layered and site-specific flood response solution.


Background & Challenges:

The mill’s proximity to the Tweed River exposes the facility to riverine flooding during major rainfall events. Following the significant 2022 flood event, the site required improved flood isolation capability at key openings to prevent water ingress into operational areas.

The primary challenge was to deliver high-strength flood protection solutions capable of resisting substantial water pressure, while ensuring systems remained practical for regular industrial use. Openings varied in width and required customised configurations to suit structural conditions, flood levels, and deployment logistics.

A flexible, engineered solution was required to accommodate multiple gate sizes and flood heights without compromising structural integrity or operational efficiency.


Solution Development & Implementation:

FloodFree supplied and engineered multiple Demountable Bulkhead Barriers, each designed to suit specific site dimensions and flood level requirements. Barrier type and configuration requirements were confirmed during detailed design stages to ensure optimal site suitability, installation practicality, and deployment efficiency.

The installed systems included:

Gate 1 – Demountable Bulkhead Flood Barrier

  • Barrier Width: 6000mm

  • Barrier Height / Flood Level: 2202mm

  • Configuration: 2 × 6000mm W × 1100mm H panels

Gate 2 – Demountable Bulkhead Flood Barrier

  • Barrier Width: 4500mm

  • Barrier Height / Flood Level: 1672mm

  • Configuration: 2 × 4500mm W × 840mm H panels

Gate 3 – Demountable Bulkhead Flood Barrier

  • Barrier Width: 3100mm

  • Barrier Height / Flood Level: 1559mm

  • Configuration: 2 × 3100mm W × 780mm H panels

Gate 4 – Demountable Bulkhead Flood Barrier

  • Barrier Width: 6000mm

  • Barrier Height / Flood Level: 1887mm

  • Configuration: 2 × 6000mm W × 945mm H panels

Additional demountable barriers were installed at secondary openings:

  • Flood Level: 1410mm

  • Configuration: 2 × 3400mm W × 705mm H panels

Demountable Flood Barrier 2

  • Barrier Width: 3800mm

  • Flood Level: 1126mm

  • Configuration: 2 × 3800mm W × 565mm H panels

Demountable Flood Barrier 3

  • Barrier Width: 3000mm

  • Flood Level: 1659mm

  • Configuration: 2 × 3000mm W × 830mm H panels

Manufactured from marine-grade aluminium, the demountable barrier systems provide a lightweight yet highly durable structure suited to harsh flood environments and heavy industrial conditions. Systems can be rapidly installed when flood warnings are issued, forming a high-strength sealed barrier across critical access points.


Return on Investment:

By integrating engineered demountable flood barriers with broader civil mitigation works, the project significantly reduced the site’s flood exposure risk.

The installed systems improve Sunshine Sugar’s ability to:

  • Isolate floodwater ingress across multiple high-risk openings

  • Protect critical processing infrastructure and electrical equipment

  • Reduce post-flood clean-up and recovery costs
